Wasn't a rise in crude stocks inevitable given that refineries are only operating at 90% now?

On the plus side, this keeps the pressure on OPEC to do something. Sucks for tomorrow's trading though.

If OPEC fails to cut, does it make sense that the refiners will increase utilization, or will they continue to try to limit supply of products to obtain reasonable prices?
