I'm no expert on computers, but it wouldn't surprise me if the internal clock (on some chip) is bad. It's the computer's constant point of reference. Make the shop fix it or get your money back.

A friend of mine bought a locally built computer because she wanted personalized service. She got it in spades! A self-fulfilling prophecy. I had suggested she buy a major-brand computer with an on-site warranty. When a major-branded computer is shipped, they don't want to see it again. They put a lot of effort into making sure there are as few incompatibilities as possible. I doubt the local guys have the resources to test for that, except for their customers that is. If you get your money back, go for a Dell or Micron, etc. Good luck.
