Maybe this was Leland's ungrammatical, non-syntactical way of saying it was tough to apply for FDA approval of Muse, while "Ahhhh-Muse" for women will be easy.

Look, it could have been worse. He could have said "unbearably painful, hellacious, torturous, agonizing, miserable, etc." "Tough" is not so bad.
