I served on a City Council once where I was sued individually for two million dollars in Federal Court for denying a person his constitutional right to free speech. He had implied during a public meeting that he should have hired a hit man instead of his attorney to stop us from annexing his property. He further implied that that was actually what he would do if we tried again in the future. When he refused to tell us if he was caring a gun, we had him arrested for terroristic threatening.

Six of us were named individually as well as the City in the suit.
After about six years and two judges later, the case was settled because in the criminal case, a jury agreed that this was protected speech.
