If you look at the chart, NCES broke out on Feb 25. The report was issued on the March 2 and the price rose again with confirming volume and the price stayed that way until the 4th, which is when it began doing wierd things. It's possible that JMS, being a MM in NCES, began accumulating before they issued the report and then sold to lock in some profits. The volume would have brought the price back down significantly. I don't have the data, but it would be interesting to see the up volume vs down volume over the period from Feb 25th to yesterday.
