I think it's less an issue of "halftime" than an occasion to realize that there are things we are definitely not going to do, sometimes things we've always dreamed of doing. No particular reason why we should be struck by these realizations more on birthdays that end with zero then at other times, but our minds tend to work that way.

I am not familiar with "Year of the Horse", Mike. If it has anything to do with Neil Young, though, I would be very interested in it.

No, someone who dies at 46 would not be celebrating(?) a milestone birthday at 23, because milestones are less about reality than they are perceptions of time going by.
