I think the feeling is that there are too many interests within the case. ie 19 states and DOJ; Has each under its own political influence. If the DOJ and one objective reprentative of the 19 states are the negotiators, we should see settlement soon. However, if each has been working under its own political influence---forget it.
MSFT is better off with Judge Jackson.

By the way, i think that WSJ story of MSFT working on appeal already should be enough for the stock stay where it is not give back yesterday's gains. That is, it should move with the others techs. Or maybe it is ready to break out!!! Let's see.

It looks like MSFT is sending signals to the DOJ and Judge Jackson.
1. DOJ since it is a gesture to settle the case
2. To the judge in that it appears MSFT may be more reasonable than the government.

This kind of strategy i like---all about PR and changing perceptions. Thanks to MSFT's best customer.
