Hey papi,

With regard to CSCO's move to B- (RS Buy signal currently in a column of O's) status on it's RS chart last October and again this February, I'm suggesting that like a great, resilient champion boxer, a bellweather stock with some miles on it, like MSFT or CSCO, will finally buckle at or near the bottom of a big correction in the market. It's move into O's on it's RS chart reflects the overall weakness of the market itself and of the stock. With it's bellweather status firmly entrenched, the market is unlikely to go up substantially without CSCO as one of it's generals leading the charge. Therefore, a move into O's on CSCO's RS chart, if you believe that the fundamental story is still intact, provides a good opportunity to accumulate or initiate a starter position in the stock during it's period of weakness. An investor might want to get more aggressive buying when the stock goes into X's on it's RS chart (B+).
Just my own little theory....

Take care,
Bruce
