Bill Gates Meets With Industry Representatives, Government Institutions on Trip to China

SHENZHEN, China - March 10, 1999 - Microsoft Corp. Chairman and CEO Bill Gates is no stranger to China - he has visited the country six times in the past five years. But today marks his first visit to Shenzhen, a rapidly growing Special Economic Zone in southern China. The visit focused on a major government Internet initiative, significant new agreements on intellectual property protection, and a preview of "Venus," an innovative new technology developed specifically for China.

Gates participated in the signing ceremony for Government On-Line, an initiative designed to help government become more service-oriented through increased efficiency, higher quality of service and information sharing. This strategic partnership between China Telecom, the State Economic and Trade Commission, and over 40 government ministries will build a software infrastructure using the Microsoft® Windows NT® Server operating system, Microsoft SQL Server™ 7.0 and Microsoft Exchange Server 5.5.

Addressing more than 60 government officials at the signing ceremony, Gates envisioned a "digital nervous system" for the Chinese government. "The Internet is having an increasingly significant impact on our society, changing the way we work, learn, communicate and live," Gates said. "A digital nervous system complements this by using Microsoft software and Internet technology to help make companies and governmental organizations more efficient and productive than ever. We will strengthen cooperation with all parties, including the Chinese government, to accelerate the development of the information industry, with the government setting an example of leadership through this project."

Gates also signed a memorandum of understanding with China's State Economic and Trade Commission for the promotion of Internet technology in state-owned enterprises in China.

While in Shenzhen, Gates announced the code-named "Venus" project, a product developed in China at the Microsoft Research and Development Center in Beijing. "Venus" will be a Windows® CE-based set-top box that makes advanced computing as simple and inexpensive as using a home appliance. The device, specifically designed for China, will bring entertainment, education and communication technology into the homes of many families that couldn't otherwise afford it. Major computer companies and consumer-electronics manufacturers, including Legend, Acer Advanced Labs Inc., Stone, BBQ, Haier, ESS and ITE, introduced technologies that support the "Venus" project, and industry figures such as Legend President Liu Chuanzhi and Haier CEO Zhang Ruimin flew to Shenzhen to join Gates in the product announcement.

Gates signed a significant agreement with the People's Bank of China (PBC) to jointly protect intellectual property rights and to promote the use of legal software. According to the agreement, PBC will license, under one contract, Microsoft products to be used extensively in all departments under PBC headquarters, their branch offices and subsidiary institutions. As part of the agreement, Microsoft will provide technical training, consulting services and telephone support. Microsoft will also provide year 2000 support to PBC. Chen Jing, director of the science and technology and payment department of PBC, was present at the signing ceremony.

Gates also met with Shenzhen Communist Party Secretary Zhang Gao-Li and Shenzhen Vice Mayor Li De-Cheng to discuss the future of the information technology industry and

Microsoft's commitment to China's IT development. At the meeting, Microsoft and the Shenzhen Municipal Government signed an agreement of cooperation to promote the use of legal software and to protect intellectual property rights in Shenzhen. Under the agreement, the Shenzhen Municipal Government commits to mandating the use of legal software by all Shenzhen government agencies.

Bill Gates Previews Exciting Range of Computing Devices Designed Specifically for China

Eight Companies Announce Support for New Consumer Device Project

SHENZHEN, China - March 10, 1999 - Microsoft Corp. Chairman and CEO Bill Gates today previewed a revolutionary new computing project designed for the Chinese marketplace, currently code-named the "Venus" project. Based on a fully localized version of the Microsoft® Windows® CE operating system, the "Venus" project makes available a new platform for educational software, plus a combination of other capabilities such as Internet browsing, e-mail, document creation, games, multimedia, television and video CD (VCD) capabilities specifically designed for Chinese consumers. All devices will connect to a standard television monitor and will use PC-like input devices such as a keyboard, joystick and mouse. Manufacturers will select from a range of hardware and software technologies to build devices unique to their target markets, enabling consumers to choose from a range of solutions offered by several manufacturers.

With today's preview of the "Venus" project, Microsoft again publicly demonstrates its overall commitment to the Chinese marketplace. "I am excited about the benefits that new specialized devices can bring to Chinese consumers, specifically in the areas of education, entertainment and information access," Gates said. "By delivering this technology in a low-cost and easy-to-use format, we hope to increase access to educational software and, ultimately, the Internet for China's consumers."

In recent years Microsoft has increased the number of its products available in Simplified Chinese versions while decreasing the delay between the availability of the English versions and the availability of the Chinese versions. Building on this investment, the "Venus" project marks a new milestone of locally designing new products specifically for the unique needs of China's consumers. "Today's preview of the 'Venus' project reveals some of the leading-edge technical work created by the Microsoft China Research and Development Center," said Dr. Sean Zhang, director of the center. "In the long term, this local development team will develop technologies for other markets in addition to its specialized work for China."

Several manufacturers, including Acer Inc., BBK Electronics Company Ltd., ESS Technology Inc., Haier Group Co., Integrated Technology Express Inc., Legend Group Co., Philips Consumer Electronics and Stone JinBin Co., also announced their support today for the project and showcased initial prototypes with Gates. Each manufacturer will announce pricing and feature sets for each device at the time of the launch, which is expected in the second half of calendar year 1999. Mr. Duan YongPing, president of BBK Corp. - the leading VCD manufacturer in China - gave his impression of the potential for "Venus" devices: "We believe this new category can be an opportunity as big as the VCD phenomenon."

To build this unique set of devices for the Chinese market, the "Venus" project borrows from other Microsoft technologies such as Windows CE, Microsoft Internet Explorer, the WebTV® service, Pocket Word and Pocket Excel. Windows CE is a modular 32-bit real-time operating system, designed for a new range of specific-function computing appliances. Windows CE provides appliance-like functionality, such as "instant-on" capability, while offering the familiarity of the Windows user interface.

VCD technology is the foundation for a class of consumer electronics devices popular in China. Video CDs are similar to other video devices such as videocassette recorders and DVD and laserdisk players. In China, movies and other entertainment are commonly made available in a multidisk VCD format similar in appearance to audio CDs.

Convergence of PC, TV and Telecommunications Technologies Ushers in a New Era in Multimedia Services

HONG KONG - March 9, 1999 - Hongkong Telecom and Microsoft Corp. today announced a strategic cooperation to develop high-speed broadband services that will allow Hong Kong to fully experience the convergence of low-cost personal computer and telecommunications technologies. The joint effort ushers in a new era in multimedia services for consumers and businesses in the Hong Kong Special Administrative Region (SAR) as they enjoy the convenience and broad array of choices offered by innovative customer-focused and application-based services automatically delivered to their desktops at home or at work.

The two companies will work closely together to develop a range of compelling multimedia applications to be delivered via Hongkong Telecom's broadband network, the world's largest asynchronous transfer mode (ATM) network, and the Microsoft® Windows® family of operating systems, a true multipurpose platform.

The service will converge two distinct media technologies - the information-centric and inexpensive personal computer and the image-based television - to benefit consumers, students and businesses dramatically.

Home PC users will be able to browse the latest movie titles on their PCs or their televisions, while at the same time having access to the wealth of information available on the Internet. Users will also be able to communicate with their friends via live videoconferencing, participate in voice or online chat rooms, send and receive e-mail, check the latest news, go shopping and conduct secure e-commerce transactions. Students in particular will be able to interact and learn in new and unique ways. Important lectures and a new class of interactive Internet and video applications could be available in real time or on demand islandwide, and students will be able to join interactive broadband communities of students with similar interests.

Businesses will benefit from new and advanced solutions and applications hosted and available through Hongkong Telecom's broadband network, while also gaining access to an entirely new class of video-enabled applications including videoconferencing and training on demand.

The innovative services will run on a tightly integrated Microsoft platform based on the Windows NT® operating system and Microsoft Commercial Internet System (MCIS). This open platform will accommodate a wide spectrum of existing service components and capital assets, including servers, thus facilitating rapid development of new service offerings with a lower total cost of ownership. By allowing customers with any type of end-user device to log on through the use of a common password, the new service will also deliver a more enjoyable and consistent user experience.
