Excel Switching Provides International Gateway Switching for Cignal's Global Network

Excel's EXS ExchangePlus Ensures Carrier-Class Voice Quality for Next-Generation Voice/Data/IP Network

HYANNIS, Mass.--(BUSINESS WIRE)--March 18, 1999-- Excel Switching Corporation (Nasdaq:XLSW - news), a leading provider of open switching platforms for telecommunications networks worldwide, announced today that Cignal Global Communications, an international ATM-based carrier deploying an advanced global communications network, has chosen Excel's EXS ExchangePlus international gateway switch for its facilities-based network.

Cignal intends to install ExchangePlus in six points-of-presence (POPs); two in the United States, Hong Kong, Canada, Taiwan and The Neth erlands. ExchangePlus offers carrier-grade quality of service along with the flexibility and scalability that Cignal needs for the expansion of its network. Cignal is offering voice, data and IP over one network while maintaining the quality of service of the voice network and providing the speed of ATM. Cignal's plans call for further network rollout in 14 countries this year and 26 countries by year end 2000.

''Excel won hands down,'' said Cignal CEO Christopher Rooney. ''Their commitment to implement a totally integrated system solution to meet our very aggressive network expansion into three more countries by May was the deciding factor. As an emerging global carrier, our time to market is critical and we need partners who can deliver.''

''Cignal's next-generation network and aggressive rollout is a tremendous fit with Excel,'' said Robert Madonna, president and CEO of Excel. ''ExchangePlus helps enable Cignal to rapidly expand their network worldwide and provide high-quality, cost-effective services.''

The ExchangePlus switching architecture provides a number of benefits to carriers. In addition to supporting worldwide network signaling requirements, the open system enables companies to bring new, differentiated services to market faster. Its scalability enables emerging and established carriers to start small and grow as their subscriber base increases, providing a cost-effective solution.

Excel Switching Provides Carrier-Class Switching Solution For Germany's Telecommunication Providers

Excel's EXS Switching Solution Complies With Rigorous SS7 Conformance Testing

HYANNIS, Mass.--(BUSINESS WIRE)--March 18, 1999-- Excel Switching Corporation (Nasdaq:XLSW - news), a leading provider of open switching platforms for telecommunications networks worldwide, announced today that its EXS ExchangePlus has passed Germany's SS7 conformance tests, enabling Excel to provide turnkey switching infrastructure solutions to carriers in Germany. The conformance tests are a pre-requisite for SS7 interconnect tests which all telecommunications carriers must adhere to in order to offer services in Germany.

Since deregulation in January 1998 more than 50 emerging carriers have entered the German market. ExchangePlus will enable Germany's emerging carriers to provide a variety of services such as tandem switching, international gateways and enhanced services. The ExchangePlus switching architecture offers a number of benefits to carriers. In addition to supporting worldwide network signaling requirements, the open system enables companies to bring new, differentiated services to market faster. Emerging and established carriers can grow as their subscriber base increases, providing a cost-effective solution for future services.

''This achievement is a testament to the flexibility of ExchangePlus and its importance to the global telecom industry,'' said Robert Madonna, president and CEO of Excel. ''The ability to provide a turnkey solution that is compliant with Germany's standards, underscores the openness of Excel's platform and its ability to adapt to diverse global signaling requirements. As Germany continues down the path of deregulation, new switching solutions that enable emerging carriers to compete effectively will be critical.''
