Combined capital investments by Japanese firms in the
October-December period fell 18.7 percent from a year earlier, the worst drop seen since the same quarter of 1962, the Finance Ministry said Wednesday.


Takes money to make investments. With many corporations on the Bank's bad debt list, it has been difficult to obtain more credit. With the Japanese gov't buying up bad debt, the banks are free to get their house in order, meet liquidity standards, and recommence extending credit again.

My sources tell me that most of the Asian leadership have been AWOL on Y2K issues, being worried more about their economic problems. Also, it has been alledged that the Asian mindset has prevented these potential IT problems from coming to the attention of upper level management until the past 6 months. Then they have to get past the denial and take assertive actions. My sources also inform me that they are now discussing "contingency planning", giving little thought to how you run an entire economy on a "contingency status".

Gonna be interesting. I suspect there will be a vast capital flight from these markets when the facts begin to present themselves. Or absent facts, fear will accomplish this.
