No blame, just giving credit where credit is due.

God's law written on his heart, and had power to obey it, and yet was capable of disobeying, being left to the freedom of his own will. He was created with holy dispositions, prompting him to holy actions; but he was fallible, and did fall from his integrity (3:1-6).

God gets credit for offering an opportunity. Humans are "responsible" for what they do with it. I know, you hate that word, "responsible." Restrictive, isn't it.

I'm sorry, I was too subtle for you. Even the Bible uses the term "man" generically. "And God created man, male and female created He them". I had assumed that you had some idea of what you were talking about, and therefore would get the reference.
