Unfortunately Shares Outstanding does not necessarily = float (especially with a recent IPO). For example, UBID (If I have my companies straight in my head) is owned >60% by another company, so even though these shares are "outstanding" I would not consider them float. There are similar situations like that with other companies as well as restricted shares that cannot be traded at present.
EBAY's float is said to be like only 12 million shares (after that 3 for 1 split), so I guess someone else has all those other shares you mentioned.
In BII's case out of the 38-45 million outstanding only like 4 million is held by insiders, and is not restricted, so even that could be traded, although unlikely. So, In BII's case the float is pretty close to the 38-39 million figure.
Anyone, if I'm wrong let me know gently, I am going from memory here.
