I don't mean to be rude, but from what I can see, the disclaimer states that the site is "best viewed with MS Explorer 4.0..."

That doesn't mean you CAN'T use Netscape Navigator. There is no such thing as not being able to view any website just because you use a different browser.

The disclaimer just looks like some sort of promo of Explorer and nothing else. Let's try and get our facts straight.
