China, Still Wearing Diapers> Thursday March 11, 2:31 am Eastern Time China in talks with Russia on U.S. missile plan BEIJING, March 11 (Reuters) - China said on Thursday it has held talks with Russia on a U.S. plan to create a Theatre Missile Defence (TMD) system to protect its troops and allies in Asia. ''Both China and Russia have expressed their respective stands on the issue of TMD. On this issue, both sides have held talks,'' Foreign Ministry spokesman Zhu Bangzao told reporters. He did not say where and when the talks were held or who was involved. Chinese Premier Zhu Rongji visited Russia last month. The spokesman said China and many countries, including Russia, were "very concerned" about the TMD because it had to do with global and regional security and stability. China has vehemently opposed suggestions Taiwan, which Beijing regards as a rebel province, should be included under the umbrella, saying this would mean a U.S. military presence on the island and this would be ''the last straw'' in difficult bilateral ties.
