BEFORE THE BELL - Oil and Internet stocks REUTERS - 09:13 03-11-99 Yahoo! Inc. <YHOO.O> was trading at 178 in pre-open activity, up from Wednesday's close at 173-5/8. The Internet company said Thursday it was teaming up with Germany's second largest telecommunications service provider, Mannesmann Arcor <MMNG.F>, to connect Web surfers its Yahoo! Germany starting page via a Mannesmann telephone line. Computer maker 3Com Corp. <COMS.O> was trading at 26-3/8 in pre-open activity, up from 24-5/8 at Wednesday's finish. The company plans to join forces with software giant Microsoft Corp <MSFT.O> to develop a line of home networking products. o~~~ O
