Was the possiblity of Ericsson using a foundary that has a license with Qualcomm ever discussed?

Or, in other words, how many (if any) semi-conductor companies that have available fab capacity are licensed to produce Qualcomm ASICs?

Next, are the patents which relate to CMDA such as power control et al. implemented in the ASIC?
