Europe should create emergency plans for millennium bug-related nuclear disasters in Russia and eastern Europe, a European parliamentary committee is urging.

Russia and eastern Europe's nuclear industries were failing to tackle Y2K, a report from the parliament's committee on economic, monetary and industrial policy claims.

Despite the risks, the European Commission has failed to put any emergency plans into place and it remains unclear whether the EC has any legal right to intervene in cross-border emergencies.

The report urges international co-operation in nuclear power, air traffic and other sensitive sectors, where failures could give rise to serious health risks to citizens in Europe. The committee said Europe should give financial aid to eastern Europe to help them tackle the problems.
