Oracle/Siemens Win NATO Contract

NATO to Use Oracle Financials(R) as the Basis of
the First Ever NATO-Wide Financial System

REDWOOD SHORES, Calif., March 11 /PRNewswire/ -- Oracle Corporation (Nasdaq: ORCL -
news) and Siemens Business Services today announced that The NATO (North Atlantic Trade
Organization) Consultation, Command and Control has signed a contract with Oracle as prime
contractor for a NATO-wide fully integrated budget and financial system. As the leading acquisition
authority in NATO, The NATO Consultation, Command and Control Agency is responsible for
running the procurement for the NATO Military Budget Committee.

The system will be implemented by Oracle in co-operation with Siemens Business Services GmbH
in 20 sites over 10 countries and used by several hundred users across the NATO organization.
Siemens Business Services will be responsible for the installation, integration and testing in all
NATO sites, complying with NATO standards for the implementation of commercial-off-the-shelf
software.

The implementation of Oracle's financial management solution will, for the first time, enable NATO
to manage its finances across its entire organization using a common integrated system. The system
will strengthen the financial support to NATO Military headquarters and agencies helping distribute
administrative costs.

The move to implement an enhanced financial system is part of a wider NATO strategy to improve
its overall information system support. The financial system will provide on-line financial and
management information throughout the NATO financial community at all levels of the NATO
command structure. The Oracle® financial system functions include Budget, Fiscal, Disbursement,
Treasury, Audit, Procurement and Supply.

NATO headquarters users will be able to have an up-to-date overview of the financial situation
through Oracle Financial Analyzer, a multi-dimensioned on-line analytical processing tool. Using the
latest release of Oracle Financials®, the only software installed on the client workstations will be an
industry standard web browser, removing the need for client software installations for all users of the
system.

Additionally, Oracle Education will provide NATO with a program which includes the Oracle Tutor
software tool that captures business processes as they are implemented for use in subsequent user
training and computer-based training.
