Grant,
If you are the 800 pound gorilla in your business sector, you use your muscle to prevent competitors from taking large orders. You do the business at small margins, and smile. After all, every large order a competitor beats you out of means he survives another day. A break even order for a weak competitor keeps his factory doors open and the work force together a little longer. The longer that competitor stays open, the better the chance he has to replace you as the leader.

This is a fact of business life and the product cycle. Finger print scanners apparently are becoming a commodity like PCs. Competition on large bids should be made with that in mind. New innovative products should be coming out of R&D where the company can charge higher margins. Do we have any of that? What happen to the software?

Perhaps Dr. Fowler should rethink his business strategy. I also think they should have written some new innovative twist into the INS spec's.
