I think Richmond will get the OK because everyone is trying to increase government revenues and provide jobs and Richmond does BOTH!

With respect to Michigan, the GLB will come to their senses and either go ahead with us or make a deal with a third party who then MUST deal with us. A win situation for us on both counts.
