I'm by no means an expert, but the Savage 4 looks promising. It should compete more with ATI as the chip that gets built on to OEM mother boards. The Permedia 3 will be more of an entry level NT workstation solution for OpenGL CAD applications. 3D Labs wanted the Permedia 3 to play in the consumer game space (with its 250 MTexels/sec fill rate), but they have missed the market window for that. Voodoo3 and TNT2 will dominate that market. Also, it now looks as if 3D Labs may have blown it all together. It looks like Diamond couldn't keep waiting forever for the Permedia 3 and has upgraded the Diamond Fire GL with an IBM chip:

It amazes me how Nvidia, 3dfx, SIII, and ATI can keep cranking out new chips, while 3D Labs seems to be on permanent vacation. Also, in 3D Labs last earnings press release, the wording they used to describe the initial OEM reaction to the Permedia 3 was not at all encouraging.
