I agree that the sanctions have failed, and that they have left the regime pretty much untouched, and hurt the populace. Sanctions are a traditional weapon short of war, but they presuppose a greater concern for the well- being of one's citizens (or subjects) than can be expected from someone like Saddam. I think it was an honest enough mistake, but the sanctions should have been revisited, and ultimately lifted, long ago. The absurd results have been a part of the public debate for some time. And yes, I think that your observation about the negative impact on the opposition makes sense.
