Steve, I don't think this is the case. Correct me if I'm wrong, but I'm pretty sure that ARTT doesn't get any margin payments from the RBOCs, fat or otherwise.

I think this does have something to do with the ISPs getting access to the main backbone, but that is another issue, and one that any ISP will face, including the RBOCs.
