Well Howard of course the taxpayers were yelling at the Israeli government...without the ability to calculate and deduct the proper withholding by automated permit, the law required the employer had to deduct one-half of an employee's salary...thus the hue and cry for handwritten withholding permits...(Gee, can you imagine what this would have done to consumer spending, ability to pay bills, credit rating etc...had withholding been required at 50%?)

The issue was two-and-one-half-months without automated systems and dependent on a manual work around...not a peep out of the press--until now. This doesn't strike you, as perhaps odd, in some way?
