It would more than likely be a committee decision, however, Kennard seems to have a lot of clout and influence. This issue is nothing new.
This rumor of "pay internet" has been around for well over a year now.
Problem is, rumor expansion, one person passing it on to another, each one adding a few comments of their own, other than just the facts, which of course adds fuel to the rumor.
