I assume other high tech products must have "decay" rates of worse than -9.7% per year.

Other than this interpretation, it is difficult to come up with an analysis where losing almost 10% a year is "good."

Perhaps this means that the infrastructure will be essentially built out and the decline represents that CDMA is approaching total build out. This decline could also mean that it is a year to year decline and not absolute; ie 20% growth vs. 30% growth.
