Howard, Steve Horn, who chairs the subcommittee, is a moderate Republican (and former university professor), and doesn't have much of a relationship with the House leadership. While his hearings certainly have been useful, and will continue to provide a constructive forum for discussing executive branch preparedness, the real action occurs elsewhere within the committee structure. If you want to get a genuine sense of how the House feels about agency efforts to address what the Hairless Chubs (ggg) calls a phantom problem, keep your eyes on the respective appropriations subcommittees.
