With ARCA you can place an order outside of the spread (eg. bid higher than the ask), in which case you will see "archip" on Level II. This means that ARCA is busy hitting the best available offers, and the archip bid is still crossing the market. If the ARCA order is still unfilled when it is no longer crossing or locking the market, then you will see an accompanying TNTO quote, and it will then display on Level I.
