Couple of things you might try:
1.Make sure your modem is flashed[upgraded to v90 standard].Your computer tech support should help.
2 Install a separate phone line for computer only.
3.Install software program called Net Pal found at ZDNet.com.205.216.201.49.

I still at 28.8 and it is ok but can be slow at times. So they would give you the modem free if yu sign up for a year or something like that.

I live on the east coast about 50 miles from NYC and DSL is not yet available. Unfortunately, when it is available I won't qualify because you must live within 4 miles from the phone company's switching station. (I'm 5 miles away).

So, I starting pursuing a cable connection....

My ISP has an agreement with our local cable company and for about $40 a month I can get a cable connection. Of course, I have to sign all kinds of agreements and promise to return their cable modem within 10 days if I cancel service or pay them $500. It sounded fair, so I ordered a cable modem...

There is one problem, my cable company orders them from Zenith Corp. who currently has a backlog that is measured in months. 1.5 months later and still waiting....

My friend who lives close to me did successfully have a cable modem installed from the same outfit. He says that is works great when no one else is online. But since the cable company hasn't upgraded their lines, the connection slows down as more people use it.

Everytime I think about the levels of service that both cable companies and phone companies provide, I start hoping that Mr. Gates comes through with his satellite project!

Long AOL and still at 56K !
