Buzz... In the last(?) conf. call, Fowler said the system at O'Hare was out of pilot stage, was successful, and was up and running. He also mentioned a promotional-type video that he said would be available "soon." Remember his response to JSaf's question indicated that news would be forthcoming. Given his comments, I assume that whatever came to pass at O'Hare is a done deal.
As for your query about the study proving that there is NOT a need, no chance. First, what happened at O'Hare occurred because the need had been identified already. Second, cargo security is critical because of the need to maintain control over what goes into the belly of a plane.
From my point of view, the only question is what kind of system will emerge and whose system it will be. Given Fowler's remarks, the answer is obvious. The money for IDX and any other co. involved will come from what they're able to place elsewhere. Assuming O'Hare becomes the standard, the guys with the inside track are the ones who have already proven their abilities.
In response to your second question, the answer is no. Even a Federal study has controls and this project involves so many that "milking" it in order to prolong it would be in no one's best interests. Jean
