It's 2 different LSI divisions.

LSI bought Symbios recently, who supports I2O from their Fort Collins office. The PlayStation processor engineers are at mother LSI in California. Sony's motivation for not hiring Intel and LSI is that they're trying to reach an aggressive price point of $200. They won't be able to do that by paying Intel $20 and Wind River $1.50.

One of the main selling points of I2O is OS independence. Sony doesn't care about reducing engineering costs as much as they care about reducing the cost of the end product.
