I also could be that WB has not sold. One can read the AR statement either way. Consider that last year the announcement was made under pressure from authorities. It seems the authorities were then trying to de-fuse a budding speculative bubble. Could it be that WB is conscious that authorities will be looking over his shoulder to assure that he does nothing to unduly use his influence for personal enrichment, i.e. bull up silver's price? Could it be that we just have to wait for fundamentals of supply shortfall to develop and not try to ride WB's shirttails?
