ICO Global Communications Moves Toward Service Launch in Russia

MOSCOW--(BUSINESS WIRE)--March 15, 1999--ICO Global Communications, the global
mobile communications company, today signed a preliminary agreement with a Russian joint
stock company to distribute ICO services in Russia.

The joint stock company, known as ICO-R, was formed by three entities: JSC VimpelCom,
Russia's largest provider of cellular coverage; Morsviazsputnik, the Russian Inmarsat signatory;
and thirdly an affiliate of ICO formed for the purpose of acting as ICO's service partner in
Russia. The preliminary agreement follows a letter of intent signed by the parties in October
1998.

Under the terms of the agreement, ICO-R will have exclusive rights to distribute ICO's services
in Russia. ICO-R will be responsible for arranging distribution of the service through
sub-distributors and retail outlets, ensuring availability of handsets in the country and obtaining
authorization for the provision of the service from Russian authorities. The parties are expected to
complete final agreements setting out the detailed terms of their arrangements for distribution of
ICO's services in Russia prior to the worldwide launch of ICO's service in August 2000.

Commenting on the agreement, Olof Lundberg, ICO's Chairman and Chief Executive Officer,
said: ''Our agreement with ICO-R is an important step forward towards the introduction of
ICO's services in Russia. We are delighted to be working with such experienced partners as
VimpelCom and Morsviazsputnik to market our services in this vast and exciting market. Their
knowledge and expertise of the Russian telecoms and maritime markets will strengthen ICO-R's
aim to become the leading provider of global mobile personal communications services.''

Speaking on the occasion of the first board of directors meeting of ICO-R, Dr. Dmitry Zimin,
Chief Executive & President of VimpelCom, said: ''The formation of ICO-R is a clear indication
of our belief that there is a market for ICO's services in Russia. ICO-R partners already serve
over 150,000 customers in Russia. ICO's services will help us to complement and extend the
range of services we offer and bring even greater choice and benefits to Russian customers
everywhere.''

Valery Bogdanov, the General Director of Morsviazsputnik, said: ''ICO-R will be able to exploit
the technological advantages of ICO's system, as this is well suited to providing a wide range of
high quality satellite-based mobile services through handheld, specialty and fixed phones to
ICO-R customers everywhere.''

ICO's satellite service will be launched in the year 2000 and will be based on a new generation
of pocket-sized mobile phones that will allow users to make and receive calls at any time,
anywhere in the world. The handsets will be dual mode, capable of working on mobile satellite
networks. Customers will be able to roam between ICO and mobile networks around the world.
If no cellular network is available, the handset will roam to ICO's satellite network to offer
customers unrestricted mobility and accessibility for their communications needs.

Affordable services will be available to a wide range of users - from people living and working in
remote rural areas to the international business traveler. In addition ICO will offer services to the
road and rail transport, maritime and aeronautical sectors.
