Another case study in the politics of biometrics:

In this case, the proposal is resisted because (1) the measurement is invasive; (2) it would have apparently been conducted without case-by-case consent; and, (3) it is to be carried out by the government in order to track identity. The fact that children are involved only emphasizes those points.

The police were surprised at the rejection of this public service, but we shouldn't be.
