china.com does has a link to free AIM software. china.com is based on Hongkong but it seems that it's targeting the audiences in the mainland. Somehow I get the feeling (from the way it presented the news) that it is government owned.
The other two sites are in Hongkong too. I think it's easier for AOL to get a piece of China (mainland) internet market as a content provider (they can simply put their servers in Hongkong) but it's going to be hard for them to be an ISP provider. They are too big and is an obvious threat to China Telecom (which does ISP business too). China Telecom controls the phone lines AOL must use if they want to do ISP business there. After China Telecom's telephone monopoly is breaking up, thing may be easier for AOL though.

what does the aim software do,.....can it be used even if you are not a member of aol.....with other ISPs.....?
