It's probably got a lot to do with economies of s[c]ale and the projected time frames used by each in recovering their investments in infrastructure.

COVAD is reselling incumbent's wire, at a premium, or they are, in other words, inluding it in a bundled service. Also, and this may be more important, COVAD must make money, since they don't have anything else subsidizing them to fall back on... oops! did I say the wrong thing here? And they will be catering to the business class first.

BTW, what are the other differences between the two scenarios that you can think of, besides the speed and the number of IP addresses? Does the remote office get two static addresses, or are the two users in fact going to share only one? Using a router and DHCP perahaps? Please explain. Thanks.

Yup. That's how they got the name "USWorst". And some of the folks on their lines aren't even nice. When they tried to connect my ADSL line, they managed to disconnect POTS. I didn't have dial tone for 5 days. Sigh. At least it's been fairly good service since then with only two server outages that I've been aware of in 5 months.

JMD, the difference in pricing is primarily due to the guarantee of bits delivered. This is a direct function of the oversubscription ratio of the backhaul line. Tim
