No. This would be free-riding (using the proceeds of a sale that hasn't yet settled to do more trades). Basically, daytrading in a cash account isn't really feasible.

Actually if you buy and then sell 75000 worth of stuff in a day you have to wait 3-4 days before you get to use the money again.

The costs change form like 10-22 something depending on the number of trades. I think their web trades are 19.99
