I think that approach has some merit. I will draw an analogy with an oil and gas exploration company which has drilled some wells on its acreage with varying success in various locations in varying stages of completion, but with nothing in production yet. The oil industry can value such a company. The future potential stream of biotech payments ought to be able to be discounted reasonably by competent observers for the various risks.
