to the best of my knowledge, the rumors that refuse to go away pertain to internet access toll charges. per the link i've placed below, "The FCC was considering the question of per-minute access charges – among other proposals – early" in 1997. but you are asking me to explain how the fcc would attempt to regulate the web... and i'm going to take a rain check on that one, richard. :) all that really matters to me is that they aren't going to do it.
