I think you are stuck with the problem of priorties; do you err on the side of saving the mother or do you err on the side of the fetus at the cost of the mother. To me; knowing how beauracracies work; I want the error potential on the side that supports my utmost priorty which is the life of the mother over the life of the fetus. Since it is a beauracracy situation; it won't be perfect; it is a compromise sitution. Life will be lost either way; it's a question of whose; the mother or the fetus.
