No, not a backfire...more of a "sabotage". That's because negative reaction didn't have anything to do with the UK government, Monsanto, or the public, by themselves. I'm not going to quote the Royal Society again...lying about science by Greenpeace et al. is completely to blame. And then there are the UK papers which print complete misinformation fed to them. Quite pathetic; I'd re-quote some of the headlines here but it isn't worth it.

It's interesting that many see right through this. Notice DuPont is putting up cash towards this "awful" technology despite the sabotage efforts of Greenpeace et al. I consider this a very positive sign.
