I say, the site is up but they need to train the staff first. That is what we do here at ZAI "zaicomm.com". If a client has a site that needs phone support we train the staff of that company first. Again I do think the site is up and running, but they may be training the staff. My guess would be sometime this week or this coming Monday but then again I could be wrong.
