Yes, I can do it. I have studied with some of the world's leading controls theorists and have done lots of multivariable linear analysis. In addition, Neural Networks are easily modeled in MatLab. The code can be imbedded in C or Visual Basic to allow me to mine the web for anything I want and run it through my algorithms. I plan to write the software. I already have parts of the search engine written. The user will have their choice of using deterministic methods like the multi-variable linear regression tools or the more abstract neural networks using the latest mathematical algorithms.

It's not necessary to have boards for neural nets anymore. You can implement most of what you need with software with today's cheap computers.
