The exact quote from Jacobs:

Remember also that Motorola had terrible difficulties setting up this system. The complaint was that the infrastructure was not correct and was sapping phone batteries of their power quickly. I think the author of this piece, in typical journalistic fashion, does not have his/her facts straight.
