The Bloomberg piece on ECILf skipped a few points carried in the original Haaretz report. It said ECILF had MORE than three in mind and noted that ECI presently has a full plate absorbing TTELF whose purchase is likely to consumated by the end of March.

It also mentions ORCTF, another Israeli firm which markets ADSL in conjunction, I believe, with Fujitsu in the US. But that one has been around for many, many months, as well as has been the PAIR rumor.
I've been an ECILF holder for many years. It is a well-respected, well-managed flagship of the KOOR conglomerate (Bronfman of Canada). He wants to turn ECILF into a US market player.
I wouldn't even try to guess at what's happening, if anything. My impression, though, is that mergers and buyouts nowadays seem to move very rapidly to avoid leaks.
