A pager system can be run with internal PIN numbers. You get a recording -- "enter the ID of the person you are calling"...etc.

But not so for fax. There's no standard for internal switching that I know of. The faxmodem identifies an incoming sound, and tries to handshake with it for transmission. You can't tell fax senders to listen for the recording and punch in an ID -- wouldn't this cripple blast fax services like Biz wire?
