Yes, the piece appears in the Wall St. J. (Interactive Edition) under the title: "Heard on the Street: Buffett Says Berkshire Would Have Benefited From Inaction." For the most part, the piece merely highlights some of the chairman's letter, providing a short summary of its contents.

In addition, the piece noted that the Citigroup did not appear on the list of Berkshire's major holdings in the letter. The reporters stated that they didn't know whether Berkshire sold the stock before or after the Traveler's Group's merger with Citibank, but they nonetheless found the selling notable.

The reporters also noted that the letter did not discuss the general state of the U.S. stock market or offer any explicit commentary on that subject.

The remaining points in the article went over many of the same items noted in other press reports--e.g., the admission of making a mistake with respect to selling McDonald's and, of course, the general point implied in the article's title.
