This is what I based my understanding of D&T(cis) location as being,

Quoting from their press release dated Thursday, November 19, 1998,
*******
<<Leah Industries Inc.'s letter of intent addresses the purchase of IPI's entire interest in the Ertismunai Joint Venture from Irtys Oil Inc. Oil reserves in the region have been estimated at 3-4 billion
barrels through the application of proprietary "geo scanning-infrared
spectral analysis ("GST")."
The Ertismunai Joint Venture has retained the Washington D.C. law
firm Steptoe & Johnson due to its strong practice in the former Soviet
Union and expertise in the oil industry. Ertismunai Joint Venture has also retained the accounting and consulting services of Deloitte &
Touche because of their experience and ties to Kazakhstan's oil
industry.
Both firms maintain offices in Almaty, Kazakhstan.

The CIS states are, as I understand them to be, Armenia, Azerbaijan, Kazakhstan, Moldovaat, Uzbekistan and the Ukraine, Kyrgyzstan. Those countries are called the Commonwealth of Independent States. Independence gained one by one, soon after the conflicts in 1991.

Somebody here on this thread once said that they spoke with Alex or Irwin right before he departed to Moscow to tie- up some loose ends about the audit, this was a few weeks ago. Anybody else remember?, was it Andrew? If this person who posted this stated correctly, or if I remember correctly, it would make sense, since all the CIS states are tied very closely economically and otherwise to Moscow.
