I have been in favor of vouchers practically since the idea was floated. In the inner cities, most Catholic schools are full of non- Catholic, minority students (have to make ends meet!). They do a better job educating their students with far less cost per capita. Even taking into account the low cost of Sisters, the real reason for the low costs is low overhead, since there is a ridiculous and counter- productive proliferation of administrators in most public school systems. And it is not true that these schools "cream off" students, they admit all but the worst discipline cases, and many parents send their kids because of poor performance in the public schools. It was a black day when the Carter Administration bought off the teachers unions with the Department of Education...
